I disagree have you actually seen the things that get blammed? They’re not even watchable or even qualify as a movie. Usually they only last for one second, they don’t follow the rules, involve absolutely no effort, are made to suck on purpose, are a trick, are not even even complete, involve no animation at all like live action or slide shows, or are a recording kids shaking a plush at the screen, or let’s play video game recordings with a physical camera recording the screen without screen cap like a noob.
The way voters are now most of the submissions get accepted including
the ones that do break the rules (like submitting rough drafts) as long as there is some effort put into it most likely most movies won’t get blammed.
Tom mostly keeps the blamming system to encourage animators to actually learn their craft instead of just spamming the portal with unwatchable nonsense. It’s tough love but it make results.
Also Newgrounds is a small site and Tom isn’t a billionaire the more data added to the site the more he has to pay. And the funds from the supporters don’t even give him enough money to even pay all of the sites expenses off.
The way I see it is a win win the poor viewers don’t have to watch spam and severely bad content, and the admin pays less money to actually keep the site running, and it encourages people that don’t know how to animate, actually learn how to animate.

It's been a hot minute since I've been here--but from what I checked and refreshed myself with, votes (at least ~100 of them accumulated together) are a deciding factor on whether the animations stay or not; No time limit, no view count requirement, and all.
With this re-iterated, I wouldn't say your words aren't too ridiculous.
